What time are stock prices lowest?
During the last 10-15 minutes before market close. Or about an hour after the market opens. And lastly to avoid the lunchtimes as it's generally the quietest time of the market day of you want to get the best price possible for either the buy or the sale.
Given that investors may be looking for relatively volatile times in the market to buy stocks, relatively calm periods during the trading day may be the worst times to buy. Those hours would be during the middle of the day, perhaps from 11:30 a.m. ET until 3 p.m. ET.
The stock market's regular trading hours are weekdays from 9:30 a.m. to 4 p.m. ET. However, the market will close as early as 1 p.m. ET on the day before or after certain holidays.
Some traders follow something called the "10 a.m. rule." The stock market opens for trading at 9:30 a.m., and the time between 9:30 a.m. and 10 a.m. often has significant trading volume. Traders that follow the 10 a.m. rule think a stock's price trajectory is relatively set for the day by the end of that half-hour.
The logic behind this rule is that if the market has not reversed by 11 am EST, it is less likely to experience a significant trend reversal during the remainder of the trading day. This is particularly relevant for day traders who typically close out their positions before the market closes at 4 pm EST.
The first hour, or 15 minutes, is the most volatile trading time. New traders should avoid the first 15 minutes until they have enough practice in a simulator. The middle of the day is the calmest and most stable time to trade. Volatility and momentum tend to pick up again from 2 PM on.
The first two and last two hours tend to be the best times to trade the stock market—the beginning and the end of the day. The first and last hours of the day are usually the most volatile as well, so they can be the best for more experienced traders.
Because relatively few people actually trade after the market closes, orders tend to build up overnight, and in a rising market, that will produce an upward price surge when the market opens. But during extended declines, overnight sell orders may cause prices to plummet when the market opens.

The first trading day is the best (from the close of the last trading day to the close of the first trading day). The worst trading days of the month to trade stocks are trading days number 13, 14, and 22.
What is the 15 minute rule in stocks?
You can do a quick analysis, adjust your trading strategy and get into a good position well after the crowd pulls the trigger on a gap play. Here is how. Let the index/stock trade for the first fifteen minutes and then use the high and low of this “fifteen minute range” as support and resistance levels.
The Rule. If, after trading outside the Value Area, we then trade back into the Value Area (VA) and the market closes inside the VA in one of the 30 minute brackets then there is an 80% chance that the market will trade back to the other side of the VA.

A lot of professional day traders stop trading around 11:30 a.m. because that is when volatility and volume tend to taper off.
There is typically a drop-off in trading (meaning the volume of the transactions) at noon as most of the major news events are out in the market. During this lull, stock prices can often lose some ground.
If a stock opens close to the stop but not below it and trades down through the stop within the first 5 minutes of trade, then we use the “5 minute rule”. Again, we are not out of the position on the original stop, but rather will let the stock trade for a full 5 minutes (until 9:35am EST) before taking any action.
With a $10,000 account, a good day might bring in a five percent gain, which is $500. However, day traders also need to consider fixed costs such as commissions charged by brokers. These commissions can eat into profits, and day traders need to earn enough to overcome these fees [2].

The best time to buy shares is during the regular session. That is when the market is most active and efficient. However, you would want to avoid the first and last hours of the regular session as they tend to be more volatile.
One of the historical realities of the stock market is that it typically has performed poorest during the month of September. The "Stock Trader's Almanac" reports that, on average, September is the month when the stock market's three leading indexes usually perform the poorest.

The two-hour-a-day trading plan involves executing transactions during the first and last hours of the trading day. Volume tends to jump during these two hours of the day. Setting limit orders allows you to profit from swings during these key trading hours.
